Special Weather Statement issued November 22 at 12:00PM EST by NWS Binghamton NY

At 1159 AM EST, an area of heavy snow was located along a line extending from Slaterville Springs to Rush. Movement was southwest at 10 mph. Locations impacted include... Ithaca, Barton, Newfield, Owego, Cayuga Heights, Enfield, Danby, Caroline, Dryden, and Litchfield. This includes the following highway exits... Interstate 86/Route 17 between 62 and 66. The snow can accumulate at a rate of one inch per hour or more in this area of heavy snow. Be prepared for hazardous driving conditions. Consider delaying travel if you will be going through this area of heavy snow. Visibilities are below one quarter of a mile in this area of heavy snow. If you are driving, slow down and be on alert for other motorists. Low visibility shortens the amount of time you have to react to situations. Conditions can deteriorate rapidly in winter weather situations. Be prepared for snow or ice covered roads. Slow down and allow extra time when traveling.

* WHAT...Heavy snow. Additional snow accumulations up to 3 inches. Total snow accumulation 12 to 18 inches on the ridgetops and 3 to 6 inches in lower elevations. * WHERE...Sullivan County. * WHEN...Until 4 PM EST this afternoon. * IMPACTS...The strong winds and weight of snow on tree limbs will down power lines and cause power outages. Plan on very difficult travel and slippery road conditions. * ADDITIONAL DETAILS...Snow damage has been reported with multiple trees and power lines down. Several roads are also closed including portions of SR-87 and PA-487.

Winds gusting as high as 35 mph. * WHERE...In Pennsylvania, Higher Elevations of Fayette and Higher Elevations of Westmoreland Counties. In West Virginia, Preston, and Western Tucker Counties. * WHEN...Until 7 AM EST Saturday. * IMPACTS...Roads, and especially bridges and overpasses, will likely become slick and hazardous. Travel could be very difficult. The hazardous conditions could impact the Friday morning and evening commutes. * ADDITIONAL DETAILS...Snowfall rates up to 1.5" per hour Friday morning.
