* WHAT...A moderate period northwest swell will result in a more energetic surf zone and an increased risk of sneaker waves and rip currents. Breaking waves of 10 to 13 ft are expected with some potential for breaking waves up to 15 ft to develop. * WHERE...Northern Monterey Bay County. * WHEN...Through late Thursday night. * IMPACTS...Dangerous swimming and surfing conditions. Large waves can sweep across the beach without warning, pulling people into the sea from rocks, jetties, and beaches. Sudden immersion in cold water can result in cold water shock even for the most experienced swimmers. Cold water shock can result in dramatic changes in breathing, heart rate and blood pressure, greatly increasing the risk of drowning in rough open waters.

For the Eel River...including Fernbridge...flooding is possible. * WHAT...Flooding is possible. * WHERE...Eel River at Fernbridge. * WHEN...From this evening to late Saturday morning. * IMPACTS...At 20.0 feet, Significant flooding of the western portions of Cannibal Island Road, Camp Weott Road, the Salt and Old Rivers, and all adjacent low-lying areas. Flooding in these areas is exaggerated when crest timing is coincident with high tides and strong onshore winds, and for longer duration events. A Special Action Advisory is being issued to all owners of livestock in low-lying areas of the Eel Delta. Owners of livestock should consider taking appropriate action to protect livestock. At 22.0 feet, The western half of the Eel Delta may be completely flooded, especially if at or above this level for an extended period of time. This includes areas northwest of Loleta and Cannibal Island Road. A Special Action Advisory is being issued to all owners of livestock in low-lying areas of the Eel River Delta. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of northwest California, including the Northern Humboldt Coast, Northern Humboldt Interior, Southern Humboldt Interior and Southwestern Humboldt. * WHEN...Through Friday evening. * IMPACTS...There will be an increased risk of rock and land slides along roadways. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. Storm drains and ditches may become clogged with debris. Extensive street flooding and flooding of creeks and rivers are possible. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - An additional 3 to 10 inches of rain is expected to fall tonight tonight through Friday morning. This includes Snowmans Summit on Highway 89 and the higher terrain around Mount Shasta. * WHEN...Until 7 AM PST Thursday. * IMPACTS...Travel could be very difficult with reduced visibility. The hazardous conditions could impact the Thursday morning commute. * ADDITIONAL DETAILS...Snow levels will gradually rise to around 6000 feet early Thursday morning with snow changing to rain.

* WHAT...South winds 25 to 35 mph with gusts up to 65 mph possible. * WHERE...Del Norte County, and Humboldt County. * WHEN...From Thursday afternoon through late Thursday night. * IMPACTS...Damaging winds could blow down trees and power lines. Widespread power outages are possible. Travel could be difficult, especially for high profile vehicles. Wind gusts will be particularly strong along windward ridges and exposed coastal headlands. There is an increased risk of tree branches and other debris on roadways.

This does not include the Middle Fork of the Feather. * WHERE...Northeast California including Lassen, eastern Plumas, and eastern Sierra counties. * WHEN...Until noon PST Saturday. Flows are expected to rise though the day Thursday into Friday with peak flows occurring late Friday to early Saturday morning. * IMPACTS...Minor flooding along low lying areas near the Susan River in and downstream of Susanville, as well as near other creeks, streams, urban areas. Rock and debris may cover roads especially near or below recent burn areas. * ADDITIONAL DETAILS... - At 210 PM PST, Rounds of high elevation snow and heavy rain are forecast today through Saturday morning before transitioning to snow. - Additional rainfall amounts of 3 to 6 inches are expected over the area. * WHAT...Flooding caused by excessive rainfall and snow melt is expected. * WHERE...Portions of southwest Oregon, including Coos, Curry, Jackson, and Josephine counties and western Siskiyou County in northern California. * WHEN...Until midnight PST Friday Night. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is expected. * ADDITIONAL DETAILS... - At 1227 PM PST, satellite estimates and rain gauge data indicate heavy rain in the warned area. Between 1 and 6 inches of rain have fallen. - Additional rainfall amounts of 3 to 7 inches are possible in the warned area. Some areas will receive snowfall and then switch to rainfall. AVWMFR The Mount Shasta Avalanche Center has issued a BACKCOUNTRY AVALANCHE WARNING for the following areas: NWS Medford OR - CAZ082 (South Central Siskiyou County). * WHAT...An exceptionally powerful atmospheric river will impact the Mount Shasta region. Prolonged periods of heavy snowfall, along with rain-on-snow will create high avalanche danger. * WHERE...Avalanche terrain of Mount Shasta, Castle Lake, the Eddy Mountains, and Ash Creek Butte area east of Mount Shasta. * WHEN...In effect from Tue 12:00 PST to Thu 12:00 PST. * IMPACTS...Intense rainfall and multiple feet of new snow will produce large and destructive avalanches. These avalanches may run long distances into flat terrain, valley floors, and mature forests. In addition, debris flows are possible out of Mount Shasta drainages such as Cascade Gulch, Ash Creek, and Mud Creek. * PRECAUTIONARY / PREPAREDNESS ACTIONS...Very dangerous avalanche conditions. Travel in, near, or below avalanche terrain is not recommended. Recreational users without backcountry avalanche skills are advised to stay out of the backcountry. Deep snow conditions exist.
