This is causing urban and small stream flooding. Between 5 and 22 inches of rain have fallen. - Additional rainfall amounts of 1 to 3 inches are expected over the area. For the Eel River...including Fernbridge...Moderate flooding is forecast. * WHAT...Moderate flooding is occurring and moderate flooding is forecast. * WHERE...Eel River at Fernbridge. * WHEN...Until early tomorrow afternoon. * IMPACTS...At 22.0 feet, The western half of the Eel Delta may be completely flooded, especially if at or above this level for an extended period of time. This includes areas northwest of Loleta and Cannibal Island Road. A Special Action Advisory is being issued to all owners of livestock in low-lying areas of the Eel River Delta. Owners of livestock should take appropriate action to protect their animals. At 20.0 feet, Significant flooding of the western portions of Cannibal Island Road, Camp Weott Road, the Salt and Old Rivers, and all adjacent low-lying areas. Flooding in these areas is exaggerated when crest timing is coincident with high tides and strong onshore winds, and for longer duration events. A Special Action Advisory is being issued to all owners of livestock in low-lying areas of the Eel Delta. Owners of livestock should consider taking appropriate action to protect livestock. At 24.0 feet, Minor flooding of Highway 211 to Ferndale south of Fernbridge. Much of the Eel Delta may be flooded, including areas northwest of Loleta and the western portion of Cannibal Island Road. Flooding will be enhanced for longer duration events. A Special Action Advisory is being issued to all owners of livestock in all low-lying areas adjacent to the Eel River. The Sierra Avalanche Center in Truckee has issued a BACKCOUNTRY AVALANCHE WATCH for the following areas: NWS Reno NV - NVZ002 (Greater Lake Tahoe)...CAZ072 (Greater Lake Tahoe (CA)) * WHAT...HIGH avalanche danger is expected to occur in the backcountry Friday night and may continue through Saturday. * WHERE...Central Sierra Nevada Mountains between Yuba Pass (Hwy 49) on the north and Ebbetts Pass (Hwy 4) on the south, including the greater Lake Tahoe area. This does not include ski areas and highways where avalanche mitigation programs exist. * WHEN...In effect from Fri 09:00 AM PST to Sat 06:00 AM PST. * IMPACTS...A powerful storm with large amounts of new snow, rain, and strong winds may cause widespread avalanche activity in the mountains. * WHAT...South winds 15 to 30 mph with gusts up to 50 mph expected, locally higher gusts greater than 65 mph are possible above 2,500 feet. * WHERE...Coastal and higher elevation regions of the North Bay, the city of San Francisco, the East Bay and Santa Clara Hills, Santa Cruz Mountains and San Mateo, the Gabilan Range, the Santa Lucia Range, southern Monterey Bay, and coastal Big Sur. * WHEN...Until 10 PM PST this evening. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. The combination of wind and moist soils will increase the risk for downed trees particularly across the North Bay. * ADDITIONAL DETAILS...A narrow frontal rain band will move through the Bay Area and Central Coast today which will result in gusty south winds ahead of and during its passage. Winds will start to ease overnight after the frontal rain band has progressed out of the region. Moderate to heavy rains over the last 48 hours have saturated soils across the North Bay which will lead to increased risk of downed trees and power lines as gusty winds redevelop.

* WHAT...Urban area and small stream flooding caused by rain and snowmelt continues. * WHERE...A portion of northern California, including the following county, Siskiyou. * WHEN...Until 400 AM PST Saturday. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. * ADDITIONAL DETAILS... - At 1240 PM PST, radar, satellite and rain gauge data indicate heavy rain and snowmelt in the warned area. Over the past 18 hours, the snow level has risen to above 6000 feet, and heavy rains of up to several inches have fallen on top of two to three feet of new snow. As a result, flooding is imminent. - Additional rainfall amounts of 3 to 8 inches are possible in the warned area through Saturday. - Some locations that will experience flooding include...
