Water over roadways. Overflowing poor drainage areas. * ADDITIONAL DETAILS... - At 159 PM PST, Doppler radar and automated rain gauges indicated heavy rain. This is causing urban and small stream flooding. Between 3 and 16 inches of rain have fallen. - Additional rainfall amounts of 2 to 4.5 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Rises in small streams and normally dry arroyos. Overflowing poor drainage areas. River or stream flows are elevated. * ADDITIONAL DETAILS... - At 120 PM PST, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 2 and 4 inches of rain have fallen and heavy rainfall rates up to 0.35 inches per hour are being recorded. - Additional rainfall amounts of 2 to 4 inches are expected over the area. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 102 PM PST, Doppler radar and automated rain gauges indicated moderate to heavy rain. Flooding is already occurring in the warned area. Between 3 and 13 inches of rain have fallen. The hazardous conditions could impact the Friday evening commute. Very strong winds could cause extensive damage to trees and power lines. * ADDITIONAL DETAILS...For Lake Tahoe, lake winds may gust up to 50 mph on Friday and Friday night which will cause wave heights of 3 to 5 feet. * WHAT...South winds 15 to 30 mph with gusts up to 50 mph expected, locally higher gusts greater than 60 mph are possible above 2,500 feet. * WHERE...Coastal and higher elevation regions of the North Bay, the city of San Francisco, the East Bay and Santa Clara Hills, Santa Cruz Mountains and San Mateo, the Gabilan Range, the Santa Lucia Range, southern Monterey Bay, and coastal Big Sur. * WHEN...From 10 PM this evening to 10 PM PST Friday. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. The combination of wind and moist soils will increase the risk for downed trees particularly across the North Bay. * ADDITIONAL DETAILS...A narrow frontal rain band is expected to develop Thursday night into Friday which will result in gusty south winds ahead of and during its passage. Winds will start to ease by late Friday after the frontal rain band has progressed out of the region. Moderate to heavy rains over the last 48 hours have saturated soils across the North Bay which will lead to increased risk of downed trees and power lines as gusty winds redevelop.
