Winds will likely peak through 4 PM today before gradually decreasing overnight. * WHERE...Eastern Sierra Slopes and Owens Valley. * WHEN...Until 4 AM PST Sunday. * IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be hazardous, especially for high profile vehicles. * ADDITIONAL DETAILS...Downslope winds can create sudden gusts which can result in particularly hazardous crosswinds for high profile vehicles on sections of Highway 395 near the Sierra foothills in the Owens Valley.

* WHAT...Urban area and small stream flooding is ongoing. * WHERE...A portion of northern California, including the following county, central Sonoma. * WHEN...Until 315 PM PST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 914 AM PST, river gauge reports indicate minor to moderate flood. Between 10 and 20 inches of rain have fallen since Wednesday. - The vast majority of the rain has already fallen. Additional rainfall amounts up to 0.5 inches are possible over the area but shouldn't contribute to any significant additional flooding impact. - Some locations that will experience flooding include... Water over roadways. Ponding of water in urban or other areas is occurring or is imminent. Increasing water levels along streams and creeks with enhanced runoff in the Park Fire burn scar. * ADDITIONAL DETAILS... - At 851 AM PST, storm reports and automated rain gauges have indicated heavy rain has fallen. Minor flooding is already occurring in the advisory area. Between 3 and 10 inches of rain have fallen. - Additional rainfall amounts up to 4 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... In Northwood lower Redwood Drive begins to flood. * ADDITIONAL DETAILS... - At 8:00 AM PST Saturday the stage was 34.7 feet. - Bankfull stage is 32.0 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 8:00 AM PST Saturday was 34.7 feet. - Forecast...The river is expected to rise to a crest of 34.7 feet late this morning. Water is up to the top steps of the recreation center at Woodson Bridge RV Park and spaces 15-33 begin to take on water on the east bank of the river. * ADDITIONAL DETAILS... - At 7:00 AM PST Saturday the stage was 183.4 feet. - Bankfull stage is 180.0 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 7:00 AM PST Saturday was 183.4 feet. - Forecast...Forecast to fall below monitor stage of 180.0 FT this afternoon then forecast to recede to near 170.5 FT early Monday morning. * Impact...Near 184.9 feet, South Avenue starts to flood east of the river. Near 183.9 feet, Woodson Bridge Park is closed due to flooding. Water is up to the top steps of the recreation center at Woodson Bridge RV Park and spaces 15-33 begin to take on water on the east bank of the river. Near 185.9 feet, South Avenue is flooded and closed. The Woodson Bridge RV Park office and spaces 1-14, 34-52, and 62-72 start to flood. Near 188.9 feet, Water leaves the established river channel and floods low lying areas along the Sacramento River. Woodson Bridge RV Park is completely impacted and closed. Near 189.9 feet, Extensive flooding is occurring. The Corning to Vina Road (South Avenue) is closed due to flooding. Water pools in orchards and on agricultural land on the east flood plain along the road. Total snow accumulations of 1 to 4 feet and up to 5 feet along higher peaks. * WHERE...West Slope Northern Sierra Nevada and Western Plumas County/Lassen Park Counties. * WHEN...Until 4 PM PST Tuesday. * IMPACTS...Snow-covered roads, chain controls and travel delays are likely which will result in very difficult travel at times above 5500 feet. * ADDITIONAL DETAILS...Snow levels today will be around 5000 feet today. Snowfall will decrease in intensity tonight into Sunday afternoon. Heavy snow at times again Monday and Tuesday with snow levels 5500-6000 feet.
